May I say to tile Senator from Massachusetts. before I yield to the Senator from Rhode Island. that I have suggested in my substitute no change of the 3 per cent quota provision. I knew that would start discussion and that the two Houses might not agree on it. but I do think. and I believe if the committee had investigated the proposition they would have thought. that the recommendations of the Commissioner of Immigration were wise. They are not illcluded. I wish now to yield to the chairman of the Committee on 1111imigration. and then I shall answer the suggestion of the Senator from Massachusetts that it might kill the joint resolution if we did not adopt it exactly as the House passed it.
