This bill passed the Senate and the House of Representatives during the closing hours of the last Congress. and failed to become a law because of the failure of action on the part of the retiring President. The House very graciously adopted the Senate method of handling the matter. and there was introduced into that body a copy of the bill as It passed both branches at the last session. But in the House four or five amendments to the bill were adopted. which increased the number of immigrants who may be admitted during the coming year under its provisions. The Senate committee are opposed to those amendments. and in order to get quick action they deemed it best to report the Senate bill as a substitute for the House bill. The Senate bill wvhich they have reported as a substitute is precisely the measure that passed this body at the last session with only two votes against it.
