If we were going to apply this policy at all. applying it in that direction would be of some value in building up the American merchant marine. but applying it to immigrants. It seems to me. would be effectual only to a very small extent in building up the merchant marine. and might injure the merchant marine tenfold more in other directions. In any event. this is a matter of so much importance. if it is to be a part of a policy of building up the merchant marine. that it ought to be considered by the Committee on Commerce. and fully considered. and the Committee on Commerce ought to have all the information before it with reference to its effect upon treaties and otherwise before the Senate acts upon it by way of adoption.
