I would like to inquire if it is not true that our consuls abroad now have discretion with reference to visaing passports? I have never understood that a consul abroad granted a vls6 as a matter of right. In fact. I have had many cases for my own constituents. and the State Department have said they could not give any advice in advance as to what action would be taken by the consul on the other side. and that the action of the consul in vising a passport was not conclusive on the immigration inspectors when the immigrant arrived here.
