The bill is broadened in several particulars. The Senate bill was much more of a restrictive measure than the original House bill of last year. We have gone on the theory that it is desirable to limit immigration to 3 per cent of the number of foreign born in the United States according to the census of 1919. and the gross number that might be admitted on that percentage basis would be about 350.000. that we should make the plan of counting such that about that number might be admitted. We have assumed that it would lmrdly be fair to then count those aliens leaving the United States. who are entitled to return to the United States from a temporary visit abroad. Therefore. your committee has stricken that class from the number that might be counted. and provided that those aliens who go out and are entitled to return under present immigration laws shall return without being counted. thus leaving the maximum number of new aliens who might come in at 3 per cent. or about 355.000 odd.
