That can not be done at this time. but during the next session of Congress we hope. taking the combined wisdom of Senators who have studied the question. to devise such a scheme. Canada. for instance. while she may require the possession of $350 by the person seeking admission who is going to a city. has made the offer that if such person will go to the farm he will be admitted with smaller means. I do not know whether that is a feasible plan or not. I only mention it as an illustration of the fact that Canada is studying the problem and endeavoring to devise means by which immigration can be directed to the farms. We must do something of the kind here.
