They do not change any votes. We have had speeches lasting for hours and delaying pressing business of the Senate. when the Senators making the speeches knew that not a vote would be changed. Every Member of the Senate knows how he will vote on the immigration bill. The people of the country wish the bill passed. and their wishes ought to be considered by the Senate of the United States. I am going to do everything in my power to get the bill through. and if any of the appropriation bills are defeated it will be because the Members of the Senate are not willing to let us consider this bill that is so important.
