Mr. President. is selfsustaining. We naturalize citizens in different States. sonic in the Federal courts and many in the State courts. In New York State 90 per cent of those naturalized are naturalized in the State courts. The practice is to pennit the clerk of the court to retain onehalf of the naturalization fees collected -ip to $6.000. That is. they may xetain onehalf of. $6.000. or $3.000. After that all the fees are turned in to the Department of Labor and then placed in the Treasury of the United States. and the Department of Labor may award to the different clerks of the courts .any sum they like out of this appropriation of $525.000. Naturalization is increasing every year. The first quarter Of the present fiscal year it was 20 per cent greater than in the corresponding quarter of the year before. and really we -need a very much larger sum than the amount I have suggested. An estimate was submitted for $300.000 more than is recommended by the committee.
