If necessary this section can be amended to provide against an injustice to the man who is in all respects desirable. but can not obtain a passport from his Goverinment. by providing for his filing of a petition and the approval of that petition by our consular officer under regulations to be piescribed by the State Department. Personally I would favor such a provision. The important thing is to provide for an approval by our own officials in the country of the immigrants origin. I All of this will require time and labor. The additional expense is provided for by the increasing of the vis6 fee to $10.
