Speaker. ever since the armistice was signed I have watched the strenuous efforts and activities of other nations to regain the commerce they have lost and we have gained during the war. the manifold commercial agencies -they haveestablisied and the large sums of money they -are expending to bring it about. Jt was for that reason that I objected to any effort on the part of the committee to cripple our wisely builtup foreign service. which has and is rendering -such splendid aid to our manufacturers and to our export trade. It was for that purpose. and that alone. that I suggested increasing the passport fees and not for the purpose of imposing restrictions on American citizens or assessing additional burdens of $10 on the needful immigrants.
