Mr. Speaker. this legislation which we are asked to enact today without any discussion on the floor of the House. or a vote ever having been had upon it in the House. contains features which must be denounced very emphatically and very strongly. In the first place. the attempt is made to take away from the Committee on Immigration and Naturalization whatever powers it possesses at the present time in bringing in legislation affecting immigration. as the American consul on the other side is given absolute power to determine who shall have a passport visaed when the applicant desires to come to the United States. True. there is a proviso that an appeal may be taken to the Secretary of State. but there is not a word in the amendment to show how that appeal is ever to reach the Secretary of State or requiring the consul to transmit it.
