I would very much prefer. if there is a question of treaty right involved in the original paragraph to which the Senator from South Dakota offers the amendment. to amend it by raising the ages of 16 years and over and under 21 to the ages of 16 years and over and under 45. so that both classes would fall within the same age limit and there would be no question of the violation of treaties. I think that if our country is in danger from illiterate aliens. men over 21 years of age will be the chief offenders. The men who are over 21 and under 45 years of age are the active men found among the illiterates of foreign born in this country. They will be the ones who will be the leaders and exercise influence wherever they go among their associates. It will not be the boys of 16 or 17 or 18 or 21. it will be the men of 25 and 40 or 45 who are influential for good or evil.
