I quote now from the treaty as set forth in the letter front the Secretary of State: The citizens of the United States of America and the citizens of Switzerland shall be admitted an(d treated upon a footing of reciprocal equality in the two countries. where such admission and treatment shall not conflict with the consritutional or legal provisions. as well Federal as State and cantonal. of tie contracting parties. But further on it is provided: No pecuniary or other more burdensome condition shall be imposed uoen their residence or establishmcnt or upon time enjoyment of the abovemnentioned rights. than shall he imposedi upon citizens of the country where they reside. nor any condition whatever to which the latter shall not be subject. Mr. President. surely. then. with reference to immigrants from Switzerland. we would be placing upon them burdens which we were not imposing upon our own citizens if we required them to attend school between the ages of 21 and 45.
