Feb: 24.] There is a bill in Congress. put Into the Senate by Senator ITOKM SArrTu and into the House by Representative BANICtEAD. making provision for Government aid to States in teaching illiterates and aliens who know little or no English. That bill should pass. and its passage should not be delayed one day longer than is absolutely necessary. [Gloucester (Mass.) Times. Mar. 26.] Of every 1.000 persons living in this State. approximately 300 are foreign born. and of this number 150 conme from nonEnglishspeaking countries. And yet another fact. namely. that 62.5 per cent of the illiterates have lived in the State of Massachusetts for six years or more. The condition Is an unhealthy one.
