In my judgment. if you can balance the degrees of iniquity. it is more unrighteous for a naturalized citizen to plot against the interests of tile United States than it is for anl alien. because. for one reason. the naturalized citizen ought to know more on an average than does tile -alien . and. for the second reason. he has aflirmatively sworn to uphold and support the interests of the United States. If the Committee on Immigration\ and Naturalization had the jurisdiction. on which I am not prepared at the moment to express an opinion. which would have authorized it to include in some measure a provision relating to disloyal naturalized citizens of the United Sthtes. I think it is almost a calamity that it has not brought it into tIlls bill and put it on its passage.
