Session #66 · 1919–21

Speech #660144230

Chairman. there are three kinds of residents in the United States who are menacing our institutions today. First. there are certain citizens of the United States of native birth. Second. there are certain naturalized citizens.and. third. there are certain aliens. This bill very frankly deals only with the aliens. I think many cases can be* adduced in which naturalized citizens have been a serious source of trouble. While I am in accord with this bill. as far as it goes. I am very sorry that the committee did not see its way clear togo still further and to extend the provisions here relating to aliens so as to cover criminal or revolutionary naturalized citizens also. The Supreme Court of the United States has held that Congress las ample authority to cancel issued decrees of citizenship.
