I know its evil influence on the weak and the unthinking. The bill does not go far enough to stop it altogether. but to some extent. however. it will- meet the situation. I congratulate the distinguished chairman of the Immigration Committee on the clear conception he has of the situation. He has with clearness shown how very fine and subtle are the lines of division between the various isms that make up the menacing factors who commit tile acts referred to in this bill. The committee might hav gone further to cover cases of naturalized citizens who commit acts which this measure proscribes. Is not a naturalized citizen who commits the things for which the alien under this bill is to be punished or deported the worse offender of the two? He assumed citizenship. swore allegiance to our Government. swore to uphold our Constitution. and so he is the greater offender. If proven guilty. then. after a fair. full. and impartial hearing. his naturalization ought to be revoked. He is unworthy of that precious boon our lawabiding naturalized citizens so highly prize. American citizenship. It was suggested during the debate that where a naturalized citizen commits the overt acts mentioned in the bill the court. in revoking his citizenship. might find that when the citizenship was first assumed the applicant was guilty of fraud. Perhaps it would not be necessary to go that length if Congress in stich cases provided in the bill for an aliens deportation and the revocation of naturalization after a fair. full. and impartial trial. However. that problem is not before us. though my colleague from New York [Mr. SIEGEL1 told us he expects the Committee on the Judiciary to report out a bill on that subject.
