But I contend. Mr. President. that when the immigration act. deliberately passed by the Congress of the United States over the veto of the President. designed to meet new conditions. among which are those we are now discussing. provides for deportation. when its terms are violated it is the duty of the immigration authorities to see to its rigid enforcement. A man comes here as an alien. under the provisions of the law permitting him to do so. So long as he is an alien he must observe the conditions under which he i4 permitted to remain in the United States.
