I do not understand that the Government is. or that it has been. engaged in theattempt to deport individuals now in tile United States because they have expressed sentiments which challenge those of the majority. I think that my friend. the Senator from Idaho . was merely facetious when lie suggested that proposition. Unless I aim very badly misinformed. all the proceedings having in view the deportation of people from the United States are based upon the provisions of section 19 of the immigration act of 1917. which affect aliens. and aliens only. It is very difficult to draw a welldefined line of division between what is and what is not preaching treason against the Government and the use of violent means for its overthrow. but it is not at all difficult in individual cases to so determine. Thomas Paine never preached or advocated bloodshed. violence. disorder. the destruction of property. and universal chaos.
