That is not the purpose of this law. The present immigration act lays down certain offenses for which and certain grounds upon which a person can be deported. This does nothing more. but adds additional grounds for deportation. This legislation is not like a criminal statute. It is not an additional punishment. Any alien in this country may be deported whenever this country says so. whether the crime was committed in this country or in another country and before this legislation or not. We have the right to say who shall remain here. and if a man in Germany or Austria committed crimes before he cmue here. before this act was enacted. we can enact this law and deport him.
