Section 1. that is now being discussedthis provision In regard to alien slackers seems to draw a very unfair distinction between an alien who has declared his iitention to become a citizen of the United States and one wio has not. inasmuch as after the war is over the slackers who the gentleman has described. these 15.000 Greeks in his town. call be naturalized and become full citizens of the United States. whereas those who have declared their intention. who claim their exemption. are forever debarred from becoming citizens. It seems to me that if you bar them. you ought to bar both those who have declared their intention and those who have not. The clause reads: That a citizen or subject of a country neutral In the present war who has declared his Intention to become a citizen of the United States shall be relieved from liability to military service upon his making a declaration. in accordance with such regulations as the President may prescribe. withdrawing his intention to secome a citizen of the United States. which shall operate and be held to cancel his declaration of intention to become an American citizen. and he shall forever be debarred from becoming a citizen of the United States. The further question arises: Is not this a violation of the constitutional provision which requires that Congress shall have power to make " a uniform law on naturalization " ? Tilis makes it dependent upon the order of the President as to the conditions under which a man slall withdraw his declaration and claim his exemption. and it is not uniform. Did the committee consider the question whether this complies with the Constitution requiring that a uniform rule of naturalization shall be prescribed by Congress? Tils seems to be violation of that. If that be so. the act would be void and you would fail to accomplish what you desired.
