That shows beyond question that this proviso should be stricken out and then left to a subsequent committee to report on this separate provision. This proviso has nothing whatever to do with this bill. We all agree that these persons should have the right to be returned to this country regardless of the naturalization law. Why should this extraneous matter be brought in here by somebody. perhaps representing some seaport. who has not given full consideration to the subject? Let us vote down the motion to suspend the rule. and then this bill will go through with the proviso left out.
