Under section 1.0 of this bill. as I read it. lie will be entitled to become a citizen simply by making a declaration and proving hly two witnesses that lie is an bona fide resident of tile country and lesires to become a citizen and woul renounce his allegiance to tle Imperial Gerinilan Government.
