The conferees believe that if it was right to bring it up to (late then. in M1ay. 1910..wheii tile act was passedit having been approved June 25. 1910we ought to extend the time to July 1. 1914. so that those who had resided in this country fer five years before July- 1. 1914. and had labored under this misapprehension and misinformation would be allowed to become citizens. We did not feel that we ougit to bring it up within the period of the wvar in Europe. but by iaking the residence date back five years before July 1. 1914. it will permit hundreds of good men all tlirough the country. some holding official positions. who have labored under this misapprehension. to become fully naturalized.
