JOHNSON : I have received.your letter of September 15. In which you request an expression of my views regarding the provisions of H. R. 5667. which provides for the deportation under certain circumstances of citizens or subjects of the countries who are at war with the " central powers of Europe". for the drafting of " any alien in the United States " to perform certain classes of " mental or physical labor on the farms. in the manufacturing establishments. or other enterprises in the United States." and for other purposes. You are doubtless aware of the provisions of Senate resolution No. 108 of July 31 (calendar day Aug. 1). 1917. Acting In pursuance of the provisions of th!s resolution. the department has undertaken to initiate negotiations with each of the allied powers looking to the conclusion of agreements providing for the drafting of the citizens or subjects of either of the contracting parties who may be residing in the territory of the other country.
