Why. the alien eniemy under the very opening section of the paragraph is prevented while his country is at war with us from obtaining naturalization. Now. the gentleman says his amendment will make it clear If wve insert after the word " thereof." oi line 7. the words "may become citizens." and so forth. if otherwise entitled to admission. As to " if otherwise entitled to admission." the law covers that. The gentleman is a good lawyer. but instead of rhaking this proposition clear lie only confuses it. because where we comlie to that language which admits of an alien. not an enemy alien. becoming a citizen. it states tllat though you take them in as on or after April. 1917. the declaration must be "according to law." And it goes on to kay as to that day they are "entitled to become citizens." they must do it " under the existing laws of the United States." Wily must we make It clearer than that?
