I donot think so. for this reason: The parties who are foreign born. whether they be from Germany or from any other foreign country. can be divided into these separate classes. namely. those who are residents of this country and who may not be citizensof this country by naturalization.or they may he natives of the foreign country who ire naturalized. here and therefore no longer citizens of the foreign country.. The- provision. of this section is to include both those classes.. and whilst I see the. force of the argument of- the gentleman from Illinois that it may work hardship. in some cases. nevertheless. as he has very welL said. we. want -to fight this war to. a. finish without doing harm. of course. to any innocent party. This being an emergency measure and: placing in the hands of the President this highly penal power seems to me ought to be restricted. but the restriction ought not in any way to. hamper the action of the President.
