I care not whether they be a class or whether they be individuals. I maintain that they should be subject to these provisions. And vhether they are deprived of food or sustenance. whether. as the gentleman from Illinois says. they could not get a bed to s!eep in. or whether they could not buy a street car ticket. or buy a meal at a restaurant. any individual who puts himself up against the Government of the United States in this emergency. whether he be born in a foreign country. naturalized here. or whether lie be a citizen or subject of that foreign country. he ought to be subject to the provisions of this act.
