The gentleman recognizes that a naturalized citizen of the United States ispractically on a parity with a nativeborn citizen. with very few exceptions. which are unimportant in this connection. As the gentleman from Minnesota suggested a few momefnts ago. in discussing the amendment of.the gentleman from New Jersey . those naturalized citizens of the United States of German origin are in all respects citizens of the United States. If they do wrong. they can be reached under the general provisions of our Penal Code and of the recently enacted espionage act. There would seem to be no reason for putting them in a different category and classification in this bill simply because. forsooth. 50 or .60 years ago they were born in Germany or. AustriaHungary. or some other one of the central powers.
