President. it will be observed that the States of Montana and New Mexico and Colorado are rivals in the matter of securing homestead entries. Colorado comes in with 11.000 entrymen. New Mexico with 7.000 entrymen. and Montana with 14.000. Evidently immigration is directed in those two channels. Why. as a matter of course. if you double the size of the entry down in those two States. a man who has a choice will be very largely guided by that fact. and I can not believe that the Senators from those States gave due consideration to that feature of the matter. I do not believe it would be just to the other States. not to speak of the unwisdom of it.
