The differentiation that is placed in the immigration law shows clearly that there are people who are anarchists " who are not advocating." It says "anarchists who." and if we can get it in here that will be perfectly safe. that excludes others. I appreciate fully what the gentleman wants to get in. and we may reach it some way. but the truth about the matter is that philosophic anarchy is a state of society where government is unnecessary. and it would seem to me that we ought to differentiate the term so as to mean what we generally think when we speak of "anarchy." Now. this differentiation does not. and I think we ought to have a qualifying adjective.
