That takes care of something that this law is made to take care of. only It does It in a way. that is inoffensive to the pe9ple. ffected by it. while here.w e are gratultously and wantonly endeavoring to do something that- has already been taken care of. andi endeavoring to do It in a way that is offensive to the other people.. It does not accomplish anything. and It does usharm instead of good. I. am going to vote to sustain the -Presidents veto because of the literacy test: As the President well says in his message: It Is not a* test of character. of. qualit y. or personal fitness. I have lived all my life among people who were. or whose immediate ancestors were. immigrants to this country. Many of those who came to thiscountry were unable to read or write. or to comply with this literacy test. That test. I say. was not one of fitness or of character. but merely one of socalled edu(ation.
