It is as follows: In proceeding this day to the signature of the Treaty of Commerce ind. Navigation between Japan nnd the United States. the undersigned. Japanese Ambassador in Washington. dily authorized by his Government. has the honor to declare that the Imperial Japanese. Government are fully prepared to maintain with equal effectiveness the limitation and control which theyt have for the past three years exercised in regulation of the emigration oflaborers to the United States.
