Mr. Speaker. I do not know how many years I have supported the literacy test. I can only say I have supported it as long as I have known about it and as long as it has been considered an active legislative proposition in this House. I believe as firmly as I believe. anything that this legislation is in the interest of the country. and that some such legislation must be enacted in order that we may preserve the Republic 9f the United States. I mean to preserve it as it was and as we would like to have It.
