Mr. Speaker. I have fought the literacy. test for 12 years. but with this amendment in the bill. bad as the literacy test is. it is a mere incident. I am one of the men who wrote into that bill of 1907 the provision by which we peaceably arranged matters so that two nations should be accommodated. Japan and the United States of America. We did not particularly want the Japanese to come. and the Japanese Government did not want their people to come. but they are a proud people. and they said. "We must retain in our own hands the power of keeping our own people out of your country." and we arranged it. and for nine long years they have kept the faith.
