That could be answered in the affirmative and it also could be answered in this way: It would not any more exclude the citizens of Japan and of China than it would exclude the same kind of people from any other country in the world. The question which I asked the Senator from Montana was not intended so much to elicit an answer from him as it was to state an argument. I did not intend to call on the Senator to announce any opinion that he might have. but rather to make the argument. which seems to me to be a perfectly sound one. that we have just as much right to lay down conditions in the immigration laws as we have to lay down conditions in the naturalization laws. so far as foreign treaties are concerned.
