I desire to say that the Senator from Montana is not to be understood by the Senator from Washington as taking any position about the matter. I arose to ascertain the view of the Senator from Washington concerning the effect of his amendment. Of course. I appreciate that it would exclude all peoples who can not become citizens of the United States by the process of naturalization. and that no individual country is singled out by its provisions. but that was not the question that I asked the Senator. I asked him whether it would not exclude all citizens of China and Japan who could not become citizens of the United States.
