I think. Mr. President. I want to say a word or two about the cominittee amendment. It is possible that the information I am asking for has been given. becaise I was absent yesterday on business of the Senate. and I did.not hear all the debate. but since I have been here. a part of yesterday and all of today. I have not heard any reason given for this committee amendment. It seems to me that it is ani extraordinary way to provide for the exclusion of immigrants to draw a line through the great empire of Russia and through China.
