Mr. President. the class of immigrants to whom the Senator from Missouri refers Is a most undesirable class. He is entirely right. and I fully share his views in regard to it. If there is any way of reaching those birds of passage who come out here and work in the summer and go back. taking their money with them. they ought to be reached. They do not come here with any intention of becoming citizens and sharing In the fortunes of the country . they come here simply for a few months. I have no right to speak for the committee. but I should be very glad to accept the amendment.
