Mr. President. in all tile discussions with reference to this bill there has been but one sentiment. and that is that we should reach down and take the hand of tle boy and the girl. the sons and daughters of the immigrant. and lift them up and educate them in matters that pertain to their vocational calling. We must keep in mind the fact that the States themselves must attend to the purely cultural part of education. That has been the one prominent thouglit as we have passed through the discussion of this bill. The State must so educate the children as to lay a broad general educational foundation. .vocational training commencing only after the boy or girl has reached the age of 14.
