But if .you attach -it to the child labor bill it will mean a delay. and a great delay. in the passage of the childlabor bill. and if the two bills go to the President together lie must sign the -two measures :or veto .the two measures. in view of ithe fact that he -vetoed the immigration bill before. .giving very strong reasons for it. it follows that he will .nlmost certainly be compelled to veto both of these measures if they are tied together. Therefore I say that no sincere friend of: the :childiabor bill ought to want to jeopardize It by iattaehing the immigration bill. I say to you. further ithan that. that it is well .understood that the Democrats have determined on their side to .ask theRepublicans to agreeito a day certain to vote on ithe immigration bill in December. and .are ready to make that agreement.i
