What I desire to express here today I am going to say from the practicil standpoint. I was at Ellis Island last year. and also this year a number of times. I was amazed to find that at the port of New York. where 450.000 immigrants arrived in 1915. for about four months various clerks. stenographers. inspectors. and others in turn had to be furloughed. These men are not receiving any extraordinary salaries. Each man is receiving about the sanme salary in the port of New York that the city of New York pays for silmilar work. and in nany instances less.
