Tile gentleman may be right about that. I had in my mind when I said what I did of a number of Porto Ricans who heretofore have come to New York and have become naturalized citizens of the United States. but I will say to the gentleman that it was not brought to the attention of the committee that there were any Porto Ricans residing in New York who had no intention of going back to the island. and therefore we did not consider that subject at all. We felt that we were going- far enough when we extended American citizenship to those Porto Ricans wile live in the island and those who are temporarily away and intended to go back. I would not be willing. I think. to extend American citizenship to Porto Ricans who have resided and almost expatriated themselves. and who have no idea of evei- going back there.
