It is only a question of selfprotection after all. Every nation has the right to and should enact such legislation as is necessary or desirable for its own protection and perpetuity. To that end it is tile course of wisdom to surround the sources of our population with such safeguards as will prepare all of our people as far as possible for the duties as well as the privileges of citizenship in the Republic. Mr. Chairman. I do not believe the literacy test provided in this bill is either arbitrary or unfair. It is in keeping with our ideals. Education is the very foundation of our Republic.
