Session #64 · 1915–17

Speech #640069496

Mr. Chairman. I wish to congratulate the Committee on Immigration on the broadening of the literacy test. I want to congratulate them on the amendment which they have just offered. which was necessary. and I want to call their attention to the absolute necessity of thisamendment. unless their exemption is to be a fraud and a sham. I want to say frankly that I (1o not think the committee intend that exemption to be a fraud and a sham. When I was on the Immigration Commission a part of my duty was to study the way iii which tickets were sold to immigrants. For various reasons I was the only member of the coinimittee who came up through Calabria and traveled through Rousnania and went into the question of ticket selling in Russiff. I know just ]low these tickets are sold.
