Is absolutely necessary. In these five minutes I also want to say one other thing. The controversial points of this bill were the literacy test. the head taxto which a considerable number of Members were opposedand the Japanese section. in opposition to which I stood nearly alone. Those parts of the bill have been passed. but for six years I was on the Committee on Immigration. and for nearly three years on the Immigration Commission. and I do know something about the immigration laws. and I do not think this Congress has yet got to the point where a man ought to be criticized for rising to propose a perfecting amendment. The House has a right to vote it down if Members do not agree with it. but so long as an amendment is in the line of what a Member on his responsibility thinks is a perfecting amendment. he ought to be treated with courtesy and consideration. and his amendment ought not to be called ridiculous.
