Mr. Chairman. there has been so much said here in reference to insane aliens in the institutions of the State of New York that I requested the secretary of the commission to ascertain for tie the number of nativeborn inmates who were committed in the year 1.915 to our State institutions. and also the number of foreign born. and he found that in 1915 there were 3.300 of native born committed -and approximately 2.800 or 2.900 of foreign born. I want to say further that I represent a congressional district that takes in what is known as the islands of the East River. namely. Randalls Island and Wards Island.
