ir. Chairman. I desire to be heard in opposition to the amendment. W\hen the last immigration bill was reported it was not In it. It was offered. as the gentleman from New York has sald. by Mr. Brown. then a Member of Congress from Brooklyn. N. Y. I made some opposition to it. because we had not had it before the committee and had not given it careful. thought. But lie insisted the alienists of the State of New York. land of time city of New York especially. were very insistent that the amendment be placed on the bill. He referred to the fact that the insane asylums of New York City were being filled up by people who came in with pyschopathic inferilority.
