Now. what have they got? Over on page 27 they have a provision tlat is enough to make a legislator weep. in section 13the parts I am about to refer to. And that provision is this. that the surgeon who sails on a ship. the companys surgeon. must examine the immigrants. which is right enough. and then that the surgeon of said vessel sailing therewitl shall also sign the list or manifest and make all oath or affirmation in like manuner before an immigration officer at tie port of arrival. stating his professional experience and qualifications as a physician and surgeon. and that lie had made a personal examination of each of the said aliens named therein. and that tie said list or manifest. according to the best of his knowledge and belief. is full. correct. and true in all particulars relative to the mental and physical condition of said aliens. And the capltain certifies that none of said aliens is of any of the classes excluded from admission into the United States. No matter -what the surgeon wants. no matter what the conditions are. the captain must swear by law that everything is all right.
