GARDNERi corroborates my recollection that it was reported in the Sixtythird Congress. I think it was reported in the Sixtysecond Congress also. and was stricken out somewhere. either here or across the way or in conference. The Italian Government does by its immigrants what we ought to do in a far higher degree. for the people are leaving their land and they hre coming to our land. and they ought to be protected from the moment they set foot on a ship to come to this country. I have always stood for that sort of proposition. And I would like to see such a provision in the bill.
